Scope of Study

Summary:For each governmental unit surveyed, finance data are provided for revenues, expenditures, indebtedness, and cash and security holdings. Revenue data are listed by source, and expenditures are listed by function and type. Functions include education, administration, police and fire protection, health care, utilities, transit and highways, and public welfare. Expenditure types include intergovernmental transactions, current operations, and capital outlays. Data are also provided for employee retirement systems operated by governments. Standard Metropolitan Statistical Area (SMSA) codes are given for local governments in metropolitan areas.

Data Collection Notes:There are six "record types" in this file, each corresponding to a type of governmental unit. All six record types have the same technical characteristics.
 

Methodology

Sample:All school district governments in 31 states were surveyed, along with a sample of those in the 19 remaining states. A sample of approximately 14,000 other local governmental units was also included. All state governments and the District of Columbia are included.
 
Data Source:self-enumerated forms mailed to governmental units
